This course is available exclusively to those who are enrolled in the upcoming 20th Regional Telecommunicator Academy(RTA#20) and will be held after the morning RTA Orientation. Course Description:
This in-person Adult, Child, and Baby First Aid/CPR/AED course equips students with essential lifesaving skills to recognize and respond to a variety of first aid, breathing, and cardiac emergencies involving adults, children, and infants.Participants will complete all required hands-on components of CPR and AED training in accordance with American Heart Association (AHA) guidelines. This course fulfills the practical training requirement for enrollment in the Cardiac Emergency Communications (#786) course and supports ECC staff in meeting critical preparedness and response standards. This course is available exclusively to ECCs within the NCT9-1-1 region.
Instructor Bio: Bret Batchelor
Bret Batchelor serves as the 9-1-1 Training Coordinator for the North Central Texas Emergency Communications District (NCT9-1-1), supporting 40 Emergency Communication Centers (ECCs) across 14 counties. With over 15 years of experience in public safety, Bret began his career as a 9-1-1 Telecommunicator and joined the North Central Texas Council of Governments’ Regional 9-1-1 Program in 2019.
He holds certifications as a TCOLE Instructor, Master Licensed Telecommunicator, and American Heart Association Basic Life Support (AHA BLS) Instructor. In addition to his training leadership role, Bret serves as the Administrator and Coordinator for the NCT9-1-1 Regional Critical Incident Stress Management (CISM) Taskforce, supporting the mental health and wellness of emergency communications professionals.
Bret is also actively involved in advancing public safety training initiatives statewide. He is the Past President of the Texas Law Enforcement Training Coordinators Consortium, representing the telecommunicator community at the state level.

Course Description:
This is a two-week, 80-hour state-mandated course designed to prepare new telecommunicators for their vital role in emergency communications. The Basic Telecommunicator Licensing Course (TCOLE #1080) provides comprehensive instruction on call handling techniques, radio procedures, legal and ethical responsibilities, stress management, and the fundamentals of emergency response coordination. Participants will gain the knowledge and skills necessary to effectively serve as the critical link between the public and emergency responders.
State Licensing Exam:
Upon completion of the training course on February 20, 2026, the course completion will be reported to TCOLE on that date. On March 4, 2026, students will test for the State Licensing Exam.Prerequisite: Participants must complete a current CPR certification course (TCOLE #3845) reported on their PSR before the start of class.

This course is only available to students enrolled in the 20th Regional Telecommunicator Academy as part of the month-long training schedule. For those who attended RTA#20 there is no need to register for this course separately you will be auto-enrolled during the academy.

Communications Training Officer Course - (March 25, 2026 8:30 am - 5:00 pm)

Course Description:
This 24-hour, 3-day training course (TCOLE 5309) equips students with the foundational skills necessary to become effective trainers. Participants will be introduced to the principles of adult learning, including the unique needs and requirements of adult learners. The course also covers strategies for improving interactions across generations, as well as key aspects of evaluation, documentation, and liability in a communications center training environment.
To receive credit, students must successfully complete a final course examination and deliver a class presentation.
Instructor Bio: Tracy Pulley
Tracy Pulley serves as the Communications Manager for the Mansfield Police Department and brings over 31 years of experience in emergency communications and law enforcement. She is widely recognized for her depth of expertise in telecommunicator training and instructional development, making her exceptionally well-qualified to teach the Communications Training Officer (CTO) Training Course.
Tracy holds certifications as a Master Telecommunicator, Advanced TCOLE Instructor, NENA Emergency Number Professional (ENP), and APCO Registered Public-Safety Leader (RPL).
Her instructional background spans more than a decade, including teaching for the Irving Police Department, NCT9-1-1, TC911, and the Nortex Regional Planning Commission. Tracy has been instrumental in the development of numerous training programs, including Basic Telecommunicator, Crisis Communications, Tactical Dispatch, and Foundations of Retention. Her extensive experience in developing and refining training models directly supports her role as a CTO instructor, where she focuses on preparing training officers to coach, mentor, and evaluate new telecommunicators effectively.
Tracy currently teaches a wide range of courses—among them Basic Telecommunicator, Communications Training Officer, Crisis Communications, Active Shooter, Stress Management, TERT Basic, and Foundations of Retention. Her long-standing leadership and active involvement in APCO, NENA, and TERT reflect her commitment to advancing the profession and strengthening the performance of training officers across the state.
