    This Adult, Child, and Baby First Aid/CPR/AED in-person course equips students with the skills to recognize and respond to a variety of first aid, breathing, and cardiac emergencies involving adults, children, and infants.

    This course is available exclusively to ECCs within the NCT9-1-1 region and serves as a prerequisite for the Cardiac Emergency Communications (#786) course. Students are required to complete all hands-on portions of the CPR training as mandated by the American Heart Association.

    Course Description:
    Every day, 9-1-1 dispatchers and telecommunicators face the critical task of communicating effectively with monolingual Spanish-speaking callers. Spanish for 9-1-1 Dispatchers is a comprehensive 3-day training course designed to equip emergency communications professionals with the essential Spanish vocabulary, phrases, and cultural awareness needed to ensure accurate and timely responses in emergency situations.

    This course provides dispatchers, call-takers, and 9-1-1 operators with practical instruction in Spanish language skills tailored specifically for emergency scenarios, including law enforcement, fire, and medical calls. Participants will learn key phrases, basic grammar, everyday expressions, and gain insight into Hispanic cultural diversity to improve caller interactions and service delivery.

    This course meets the Texas Commission on Law Enforcement (TCOLE) intermediate Spanish mandate and qualifies for 24 hours of TCOLE credit.


    Instructor Biography: Mariela Martinez

    Corporal Mariela Martinez currently serves in the Communications Division of the Navarro County Sheriff’s Department in Corsicana, Texas. With 18 years of dedicated service, she has built a strong foundation in emergency communications and law enforcement support.

    Beginning her career as a Telecommunications Officer, Corporal Martinez has progressed through roles including Training Officer, Instructor, Hostage Negotiator, and Supervisor. Her extensive field experience and leadership have made her a respected figure in the 9-1-1 community.

    Corporal Martinez is bilingual and deeply understands both the critical importance and the unique stressors of working in emergency communications. Her commitment to ongoing professional development is reflected in her active engagement with training, both as a participant and as an instructor. She is passionate about passing on her knowledge and experience to others in the field.

    Course Description:

    Protect 911 is a one-day training course designed specifically for 9-1-1 telecommunicators to explore the impact of stress and trauma within emergency communications. This course provides a deep dive into critical mental health conditions faced by public safety professionals, including Post-Traumatic Stress Disorder (PTSD), and clearly differentiates PTSD from burnout, depression, and anxiety.

    Participants will also be introduced to the concept of moral injury, a form of psychological distress that arises when one feels powerless to prevent harm to others. The course emphasizes evidence-based strategies for building resilience and outlines effective treatment options to support long-term wellness.

    This class is ideal for dispatchers, supervisors, and leaders seeking to promote mental health awareness and improve outcomes for telecommunicators exposed to high-stress situations.


    Instructor Bio: Dr. Michelle Lilly, Ph.D.

    Dr. Michelle Lilly is a Professor of Clinical Psychology at Northern Illinois University (NIU), where she has conducted groundbreaking research into the psychological and physical impacts of trauma. A graduate of Brown University and the University of Michigan, Dr. Lilly has published over 50 peer-reviewed articles, book chapters, and white papers—many of which focus on the 9-1-1 telecommunicator population.

    Since the early stages of her academic career, Dr. Lilly has been a leading voice advocating for the mental health needs of emergency dispatchers. Her research has shaped national conversations and supported legislative efforts aimed at improving services for first responders. Her current work focuses on moral injury, examining its effects on performance and wellness in public safety professionals.

    Dr. Lilly is a nationally and internationally recognized speaker, having delivered trainings and keynote addresses for organizations such as EENA, APCO, NENA, IAED, FOP, ICCRA, and more. She is the recipient of several distinguished awards, including the NENA President’s Award and the Fraternal Order of Police Blue Award.

    In addition to her academic and public speaking work, Dr. Lilly is the owner of Lilly Counseling and Consultation, which provides trauma-focused therapy and organizational consultation for first responders.     Course Description:
    This in-person Adult, Child, and Baby First Aid/CPR/AED course equips students with essential lifesaving skills to recognize and respond to a variety of first aid, breathing, and cardiac emergencies involving adults, children, and infants.

    Participants will complete all required hands-on components of CPR and AED training in accordance with American Heart Association (AHA) guidelines. This course fulfills the practical training requirement for enrollment in the Cardiac Emergency Communications (#786) course and supports ECC staff in meeting critical preparedness and response standards.


    Instructor Bio: Bret Batchelor

    Bret Batchelor serves as the 9-1-1 Training Coordinator for the North Central Texas Emergency Communications District (NCT9-1-1), supporting 40 Emergency Communication Centers (ECCs) across 14 counties. With over 15 years of experience in public safety, Bret began his career as a 9-1-1 Telecommunicator and joined the North Central Texas Council of Governments’ Regional 9-1-1 Program in 2019.

    He holds certifications as a TCOLE Instructor, Master Licensed Telecommunicator, and American Heart Association Basic Life Support (AHA BLS) Instructor. In addition to his training leadership role, Bret serves as the Administrator and Coordinator for the NCT9-1-1 Regional Critical Incident Stress Management (CISM) Taskforce, supporting the mental health and wellness of emergency communications professionals.

    Bret is also actively involved in advancing public safety training initiatives statewide. He currently serves as the President of the Texas Law Enforcement Training Coordinators Consortium, representing the telecommunicator community at the state level.
