Jason holds his Texas Commission on Law Enforcement Master Telecommunicator license, is a past President for Texas NENA, and is the current Texas Telecommunicator Emergency Response Taskforce State Coordinator. Course Description:
One of the essential components of establishing a viable Telecommunicator Emergency Response Taskforce (TERT) program is to identify and train individuals who will be designated as Team Leaders. Under provisions of the APCO/NENA Standards for TERT Deployment, each deployed team should be accompanied by a Team Leader.
Required:
- Minimum of two years as a public safety telecommunicator (police, fire, medical)
- Required certifications, based on classification (police, fire, medical)
- TERT Basic Awareness course
- NIMS ICS 100, 200, 700 and 800
Preferred Prerequisites:
- Supervisory experience in a 911 communications center (i.e., CTO, shift supervisor, supervisor or manager)
- Previous deployment to a disaster area

Course Description:
The purpose of the TERT Train the Trainer course is to prepare TERT Basic Awareness and TERT Team Leader certified public safety telecommunicators with the training and skills to become an effective TERT instructor. TERT trainers will collaborate with the TX-TERT State Coordinator to identify training needs, assist with scheduling, and host training courses. TERT trainers must follow TCOLE training standards when hosting courses and have the capability to report continuing education hours to TCOLE. The TERT Train the Trainer course is not available online; individuals must attend the classroom course to become certified.

Course Description:
This is a 2-day, 16-hour course from TAHN(Texas Association of Hostage Negotiators). This training course will provide Texas Police Telecommunications Officers with vital information in dealing with critical incidents. Provide telecommunication officers with information about how all levels of critical incidents are managed during the course of a situation. Help telecommunicators understand what is going on that they do not see but also recognize the role they play in handling a critical situation. By the end of the course, telecommunication officers will have an overview of crisis/hostage negotiations, basic SWAT procedures, and basic Incident Command Structure along with what they can do to assist their agency during critical incidents. TAHN will handle TCOLE course reporting and provide the course completion certificate.Instructor Bio: Captain Melanie Cagle
Captain Melanie Cagle serves as the Communications Captain for the Navarro County Sheriff’s Office, where she has dedicated 23 years to law enforcement service in both patrol and telecommunications. She brings a unique perspective to her instruction through her extensive experience in hostage negotiations, crisis intervention, and leadership within emergency communications.
She holds certifications as a TCOLE Instructor, Master Peace Officer, Master Telecommunications Officer, CIT Instructor, Hostage Negotiator, and DPS Associate Trainer. In addition to her law enforcement and training expertise, Melanie holds an Associate’s Degree and has instructed a wide variety of courses throughout her career.

Course Description:
This in-person Adult, Child, and Baby First Aid/CPR/AED course equips students with essential lifesaving skills to recognize and respond to a variety of first aid, breathing, and cardiac emergencies involving adults, children, and infants.Participants will complete all required hands-on components of CPR and AED training in accordance with American Heart Association (AHA) guidelines. This course fulfills the practical training requirement for enrollment in the Cardiac Emergency Communications (#786) course and supports ECC staff in meeting critical preparedness and response standards. This course is available exclusively to ECCs within the NCT9-1-1 region.
Instructor Bio: Bret Batchelor
Bret Batchelor serves as the 9-1-1 Training Coordinator for the North Central Texas Emergency Communications District (NCT9-1-1), supporting 40 Emergency Communication Centers (ECCs) across 14 counties. With over 15 years of experience in public safety, Bret began his career as a 9-1-1 Telecommunicator and joined the North Central Texas Council of Governments’ Regional 9-1-1 Program in 2019.
He holds certifications as a TCOLE Instructor, Master Licensed Telecommunicator, and American Heart Association Basic Life Support (AHA BLS) Instructor. In addition to his training leadership role, Bret serves as the Administrator and Coordinator for the NCT9-1-1 Regional Critical Incident Stress Management (CISM) Taskforce, supporting the mental health and wellness of emergency communications professionals.
Bret is also actively involved in advancing public safety training initiatives statewide. He currently serves as the President of the Texas Law Enforcement Training Coordinators Consortium, representing the telecommunicator community at the state level.
